Before Production Starts: An OEM Order Confirmation Checklist for Liquid Products

An approved sample is an important reference, but it does not provide all the instructions needed for production. Before an OEM or private-label order moves forward, the buyer and manufacturer still need to align the exact product version, quantities by SKU, packaging components, artwork files and delivery information.

This guide is intended for liquid home care and personal care projects such as laundry detergent, dishwashing liquid, hand soap and shampoo. It helps buyers organize the pre-production confirmation process without assuming that every project follows the same sequence.

Sample approval is not the same as production authorization

A sample approval should identify the exact sample version and the scope of the decision. A buyer may approve the color and fragrance direction while final packaging, artwork or market documentation remains open. Production should therefore be based on a separate confirmed order record rather than a general message saying that the sample “looks good.”

If the sample was supplied in a temporary container, make that clear. The approved product direction and the proposed production pack are related, but approval of one does not automatically constitute approval of the other.

Pre-production confirmation checklist

Quality and inspection Agreed product specification, acceptance criteria, any applicable inspection arrangements and the parties responsible for them
Open items Each open item, its owner, due date and the step that cannot proceed until it is resolved

Use an approved reference for each SKU

The production record should connect every SKU to its approved sample and product specification. Avoid instructions such as “use the last sample” when several versions have circulated. A clearer note is: “For SKU HS-01, use approved Sample C-2 together with product specification HS-01 Rev. 3. Record any agreed exceptions separately.”

List any exception beside that reference. For example, the approved formula may remain unchanged while the pump color or label is replaced. This makes it easier to distinguish a planned packaging update from an unintended change to the product.

Confirm quantities by SKU, not only by total order

A total order quantity does not show how many versions need to be prepared. Break the order down by product, fragrance, color, net content, packaging format and artwork language. If one hand soap order contains two fragrances and two label languages, each combination should appear as a separate SKU line.

The same breakdown should be reflected in the packaging information. Buyers can use the private-label packaging brief for liquid products to organize bottle, closure, artwork and carton requirements before final confirmation.

Use a controlled artwork version

Artwork files often pass through several revisions. The approval record should include the final file name or version number rather than relying on an email attachment with a common name such as “label-final.pdf.” Record the approved language, barcode and visible product information, along with the approver’s name and the approval date.

The buyer should also identify who is responsible for confirming market-specific label content and documents. Manufacturing approval should not be used to imply regulatory acceptance in the destination market.

Close the packing and delivery details

Before the order moves ahead, confirm units per carton, carton marks and any agreed packing arrangement. The delivery record should use the correct consignee or receiving information supplied for the order. If a freight forwarder or shipping mark has not been confirmed, record it as an open item rather than filling the gap with an assumption.

For every open item, name the responsible person, set a due date and state which step is blocked until the item is resolved. For example, an unconfirmed carton mark may affect carton printing, packing or shipment depending on the agreed arrangement. Other items may be allowed to remain open until a later stage. Recording the dependency makes that distinction visible.

Keep one signed-off confirmation record

One consolidated record is more useful than approvals spread across separate messages. It should show the order reference, approved sample, SKU table, packaging version, artwork version, unresolved items and the person authorized to approve the next step.

Example confirmation note — production authorization pending

“Order reference PO-2026-018 uses the approved sample and specification listed for each SKU. Quantities follow the attached SKU table. Bottle, pump and artwork versions are listed in the packaging record dated [date]. Carton marks remain open and must be confirmed by [name] no later than [date]. This record does not yet authorize production. The buyer and JIFU should confirm which outstanding items must be resolved before production can begin and record the written authorization for the agreed production scope.”

Record changes after confirmation

If the buyer requests a change after confirmation, record the request against the affected SKU and mark it as pending. Ask JIFU to confirm whether the change is feasible and whether it affects packaging selection, cost, quality arrangements or schedule. Once both parties agree to the change and acknowledge its impact, issue an updated confirmation record and mark the previous version as superseded. Keep the earlier record for traceability rather than deleting it.
